Message	your brakes might be froze up bc of rust if it sat really long.. and if the water was really high and u started the car in the high water it may have sucked the water into your engine and hydro-locked it... wat i would do first is try and get the brakes unfroze, and then drain your oil i wouldnt start it anymore either... water does some serious damage? insurance companies total cars with water damage... wish the best of luck Josh E.
